The department provides police and security services twenty-four hours a day, seven days a week, to campus patients, visitors, staff, faculty, students, and employees at all LSU Health Shreveport facilities. The UPD Office is located on the ground floor of the Biomedical Research Institute (BRI) Building.
The Public Safety Department provides many services to the LSU Health Shreveport community. We are committed to courtesy and excellence and to the philosophy of community policing which means police officers are assigned to designated areas to develop a relationship with the various groups residing or working there. Our officers are willing to meet with groups to define problems and to develop strategies to maintain a safe environment and conduct special programs. The Public Safety Department is composed of three sections: the University Police, Guards, and Communications Officers. The department provides police and security services twenty-four hours a day, seven days a week to campus patients, visitors, staff, faculty, students, and employees at all local facilities. These services generally consist of information, parking assistance, escorts, police protective services, and criminal investigations.
The University Police are sworn and commissioned police officers with the full range of police powers, including the authority to make arrests. Guards provide information and assistance to patients and visitors and provide security at our remote parking lots. Communications Officers support both the University Police and Guards. They monitor the fire and security alarm systems and alert and direct officers to needed areas. Police officers are responsible for a full range of public safety services, including crime reports, investigations, medical and fire emergencies, traffic accidents, parking violations, enforcement of laws regulating consumption of alcoholic beverages, the use of controlled substances, weapons, and all other incidents requiring police assistance.
University Police compiles information, prepares reports, and submits incident reports to local and state law enforcement agencies. The department shares information on arrests and serious crimes with the Shreveport City Police and the Caddo Parish Sheriff’s Office when necessary. Computer checks of warrants for wanted persons can be conducted through computer link-up with the Louisiana Department of Public Safety. The terminal provides access to the National Crime Information Center (NCIC) which accesses the computer files of all criminal justice systems within each of the 50 U.S. states, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands and Canada. University Police investigators are available or on-call to conduct criminal investigations, crime prevention surveys and provide personal protection tips.
University Police patrols offer assistance to motorists. Services include assistance to jumpstart vehicles and contacting of commercial road services for other vehicle assistance such as unlocking vehicle doors and changing tires. University Police provides safety escorts to members of the campus community twenty-four hours a day, seven days a week, upon request.
The LSUHS Annual Security Report contains information about crimes statistics for the three most recent calendar years concerning reported crimes that occurred on campus; in non-campus buildings and properties owned or controlled by LSU Health Shreveport or student organizations; and on public property within, or immediately adjacent to and accessible from, the campus. The Annual Security Report contains policy information related to campus security, how to report crimes, policies regarding alcohol and drug use, crime prevention, sexual assault, hazing, and other matters of importance related to security and safety on campus.

LSU Health Shreveport is committed to providing a learning and working environment that promotes integrity, civility, and mutual respect in an environment free of power-based violence/sexual misconduct (which includes dating/domestic violence, sex discrimination, sexual assault, sexual harassment, stalking, and retaliation). LSU Health Shreveport offers supportive measures upon notice of alleged power-based violence, with or without a formal complaint. Supportive measures are non-punitive services, intended to restore and preserve an individual’s access to programs or activities, without unreasonably burdening another party. Supportive measures may include, but are not limited to:

- Campus or local advocacy programs
- Referral to campus or local law enforcement
- Services from community-based providers
- Alternative class or work arrangements

Confidential Resources:
Confidential Advisors receive specialized training regarding laws and campus policies in order to support and advise students, faculty, and staff before and/or during the complaint process. Confidential Advisors serve as a resource for community members to ask questions and receive information without instituting notice and an investigation under PM-73. Confidential Advisors may be present during any meeting conducted under PM-73 to assist and/or consult with a student or employee. Confidential Advisors are authorized to facilitate supportive measures on behalf of students and employees, and they will assist individuals with reporting incidents to the Title IX Coordinator and/or law enforcement (if desired).

The Office of Safety Services supports the quality research, teaching, and patient care missions of LSU Health Sciences Center - Shreveport through the promotion of a safe and healthy environment and by providing programs and services that minimize safety, health, and environmental risks to the LSU Health Sciences Center - Shreveport community. The Office of Safety Services provided training at new student orientation and on an annual basis for current students.

LSUHS seeks to encourage and sustain an academic environment that both respects individual freedom and promotes the health, safety, and welfare of all members of its community. In keeping with these objectives, LSUHS has established a policy governing the possession, sale and consumption of alcoholic beverages on LSUHS property which conforms to Louisiana State Law. The university does authorize alcoholic beverages on campus for events, if approved in writing by the Chancellor, complying with state law.
LSUHS complies with all federal and state laws which regulate the sale and use of alcohol. The university neither condones nor shields from prosecution any individual found in violation of the Louisiana Alcoholic Beverage Control laws. Possession or consumption of alcoholic beverages on property owned or controlled by LSUHS is prohibited. Underage possession and/or consumption of alcoholic beverages on property owned or controlled by LSUHS is prohibited. Intentionally or knowingly selling or intentionally or knowingly “furnishing” alcoholic beverages to persons under the age of 21 or to persons obviously inebriated is not permitted on property owned or controlled by LSUHS.
LSUHS UPD is authorized to enforce liquor law violations as police officers deem appropriate. In dealing with violators, police officers are authorized to:
• check individual for any other contraband;
• dispose of any liquor;
• run individual’s criminal background check;
• issue verbal warnings;
• issue written citations;
• refer students to Dean for disciplinary action;
• prohibit non-emergency readmission to facilities;
• bar persons from property; and
• arrest/prosecute persons who refuse to comply.
LSUHS complies with all federal and state laws which prohibit the use, possession, and sale of illegal drugs. The university is a drug-free zone under Louisiana law and will not shield any student, employee or visitor from action by civil authorities. Any person known to be possessing, using, or distributing such illegal drugs is subject to disciplinary action and possible arrest, imprisonment or fine according to Louisiana State Law.
LSUHS UPD is authorized to enforce drug violations as police officers deem appropriate. In dealing with violators, police officers are authorized to:
• check individual for any other contraband;
• collect drug/drug paraphernalia in evidence for disposal or submit to crime lab;
• run individual’s criminal background check;
• issue verbal warnings;
• issue written citations;
• refer students to Dean for disciplinary action;
• prohibit non-emergency readmission to facilities;
• bar persons from property; and
• arrest/prosecute persons who refuse to comply.
LSUHSC-S recognizes the hazards to the health of our citizens caused by tobacco use and therefore establishes this policy to provide a tobacco-free environment for all its students, faculty, staff, and visitors. Use of tobacco is prohibited on all LSUHSC-S owned, operated, or leased properties, as well as in all campus-owned, leased or rental vehicles. All faculty, staff, and students are asked to remind others, in a polite and courteous manner, that all our buildings and grounds are tobacco-free and that no tobacco use is allowed anywhere on campus. University Police will be available to enforce this policy in a courteous but firm manner if necessary. For more information, see AD 2.8.14 Tobacco-Free Campus.
The use of weapons by UPD personnel is governed by state law and departmental regulation. In compliance with Louisiana State Law, the introduction of a weapon on the grounds or in the facilities owned or controlled by LSUHS and Ochsner LSU Health Shreveport is prohibited and the following statues apply on campus and hospital grounds:
Louisiana Law Revised Statute 14:95.2(A) Carrying a firearm or dangerous weapon by a student or non-student on school property, at school-sponsored functions, or in a firearm-free zone is unlawful and shall be defined as possession of any firearm or dangerous weapon, on one’s person, at any time while on a school campus, on school transportation, or at any school-sponsored function in a specific designated area including but not limited to athletic competitions, dances, parties, or any extracurricular activities, or within one thousand feet of any school campus. A firearm is defined as any pistol, revolver, rifle, shotgun, machine gun, submachine gun, or assault rifle, which is designed to fire or is capable of firing fixed cartridge ammunition or from which a shot or projectile is discharged by an explosive. A dangerous weapon is defined as any gas, liquid or other substance.
Louisiana Law Revised Statute 14:402.1(A) Taking of contraband to hospitals unlawful; penalty. It shall be unlawful for any person to introduce or attempt to introduce into or upon the grounds or buildings of any hospital or related facility, except through regular channels as authorized by the administrator of the hospital, any of the following articles which are hereby declared contraband for the purposes of this Section, namely: Any intoxicating beverage or beverage which causes or may cause an intoxicating effect, any controlled dangerous substance that has not been prescribed or recommended in accordance with the Uniform Controlled Dangerous Substances Law at R.S. 40:961 et seq., and any firearm or other instrumentality customarily considered a dangerous weapon possessed by a person who is prohibited from possessing the firearm or instrumentality pursuant to state or federal law.
LSUHS UPD is authorized to enforce weapon violations as police officers deem appropriate. In dealing with violators, police officers are authorized to:
• check individual for any other weapon(s);
• clear weapon of ammunition;
• hold weapon(s) in evidence storage;
• escort individual to vehicle while officer carries and places weapon in trunk or other storage area in vehicle to secure weapon safely;
• run individual’s criminal background check;
• issue verbal warnings;
• issue written citations;
• refer students to Dean for disciplinary action;
• prohibit non-emergency readmission to facilities;
• bar persons from property; and
• arrest/prosecute persons who refuse to comply.
The Campus Sex Crimes Prevention Act (CSCPA) is a federal law enacted on October 28, 2000, that provides for the tracking of convicted, registered sex offenders enrolled as students at institutions of higher education or working or volunteering on campus. The Act further amends the Family Education Rights and Privacy Act of 1974 to clarify that nothing in that Act can prohibit an educational institution from disclosing information provided to the institution concerning registered sex offenders. As provided by State law, under section 121 of the Adam Walsh Child Protection and Safety Act of 2006, information on registered sex offenders may be obtained by law enforcement offices and/or jurisdictions. The State of Louisiana requires convicted sex offenders to register in accordance with Louisiana Law Revised Statute 15:542 - Registration of Sex Offenders and Child Predators - all persons who have been convicted of sexual assault crimes must register their residence and other information with local law enforcement. If they become involved as a student or an employee at an institution of postsecondary education, they must make them aware of their presence at the institution. The sex offender shall also register with the campus law enforcement agency of the institution at least one business day prior to the beginning of the school term or semester.

UPD is enrolled in the program and receives email notifications from CPSO when an offender registers or moves in within 1 mile of the campus.
Anatomy Lab Participation during Pregnancy
Purpose: To establish procedures at LSU Health Sciences Center - Shreveport (LSUHSC-S) for pregnant students and residents participating in courses in which their presence in the anatomy laboratory is mandatory.
Policy: There are many chemicals used in the anatomy laboratory in association with cadaver dissection. Some of these chemicals are known respiratory irritants and carcinogens and some can cause central nervous system disorders unless necessary precautions are met. Therefore, if a student or resident knows that she is pregnant, suspects she is pregnant, or is contemplating becoming pregnant, she will not be permitted to be in the Anatomy Laboratory unless she complies with the following options. Any student or resident in this situation should immediately notify the Dean, the Chair of the Department of Cellular Biology and Anatomy, and the Director of Safety Services.
Academic Option
- Incoming students can choose to delay entry and enter the program the following fall semester. Upon entry into the program, the student or resident will be required to participate in courses in which their presence in the anatomy laboratory is mandatory.
- Students or residents can take a one-year leave of absence from the program. Upon returning to the program, the student or resident will be required to participate in courses in which their presence in the anatomy laboratory is mandatory.
Medical Option
- The LSUHSC-S Office of Safety Services will send a letter to the student or resident which:
- Explains the LSUHSC-S policy for Anatomy Laboratory Participation During Pregnancy
- Contains Safety Data Sheets required by the Occupational and Health Administration (OSHA) standards, describing the major chemical that the student and her unborn child would be exposed to in the anatomy laboratory.
- Instructs the student or resident to give these sheets to her obstetrician for review.
- Informs the student or resident that without written permission from the obstetrician directly responsible for her care, the student will not be permitted in the anatomy laboratory.
- Informs the student that the obstetrician directly responsible for the student’s care must send a letter addressing the requirements in Section II.B. of this policy and bearing his/her signature to the Dean, the Chair of the Department of Cellular Biology and Anatomy, and the Director of Safety Services.
- The obstetrician directly responsible for the student’s care must send a letter to the Dean, the Chair of Cellular Biology and Anatomy, and the Director of Safety Services which contains the following elements:
- The obstetrician has read the initial letter from LSUHSC-S that was sent to the student.
- The obstetrician has read all of the Safety Data Sheets.
- The obstetrician clearly states that in his/her judgment, it is safe for the student or resident and her unborn child to spend:
- Four or more hours per week in the anatomy laboratory for gross anatomy, and/or
- Six or more hours per week in the anatomy laboratory for lower extremity anatomy and/or
- Any time while pregnant, during her years at LSUHSC-S, in the anatomy laboratory.
- If LSUHSC-S receives the physician’s letter and all of the above criteria have been met, then the student or resident will be urged to implement the following precautions while in the lab:
- Comply with any and all protocols required by her physician.
- Be provided with and wear while in the anatomy laboratory:
- A powered air purifying respirator (PAPR) system with mask, filters, and batteries supplied by LSUHSC-S.
- Prior to attending the anatomy laboratory course, The Office of Safety Services will provide the student or resident with training on proper usage and maintenance of the respirator and proper donning and removal of the respirator.
- Prior to attending the anatomy laboratory course, The Occupational Health Clinic will fit test the student or resident using the assigned respirator.
- Records of training and fit testing will be maintained in the student’s or resident’s health file located in the Occupational Health Clinic.
- Appropriate personal protection equipment (PPE) supplied by LSUHSC-S for anatomy laboratory work.

LSU Health Shreveport has implemented the OnSolve Emergency Notification System to expand and enhance its emergency notification methods. In the event of an emergency, OnSolve may be used to provide pertinent information and instructions to students through email and text messaging. Students with a lsuhs email account will automatically have their name and lsuhs email enrolled into the OnSolve System. Enrollment in the OnSolve System is provided at no cost to students. Enrollees that choose to update their contact information to receive text messages from the OnSolve System may incur costs as outlined by their own cellular provider’s contract.
